Database lock wait
This is how long, in milliseconds, SQLite waits for another connection to
release a database lock. The default is 5,000 milliseconds. The maximum is
600,000 milliseconds, or 10 minutes.
A negative value makes a locked operation fail immediately. A longer wait
can help when another application makes short, frequent changes, but it also
makes a blocked Webmin request take longer to fail.
